ProbitySA works predominantly with Public Sector Clients in South Australia and across Australia to deliver fair and defendable probity and procurement outcomes. Working on site with public sector procurement teams, we leverage years of public sector procurement experience to develop procurement frameworks and sourcing strategies that deliver value for money outcomes for public sector bodies – in State Government, Local Government and the Not-for-Profit/Community Services sector.

Justin is a public sector procurement leader with extensive experience leading the establishment and management of high value and complex procurement projects. Justin effectively balances the competing priorities of public sector procurement including budget savings, industry participation, support for regional communities, social procurement and ethical procurement. Justin has a strong interest in the role that procurement can play in improving economic participation for Aboriginal communities and has led the delivery of several projects aimed at increasing the inclusion of Aboriginal businesses as part of organisations' procurement planning.

Justin holds an Executive Master of Public Administration from Flinders University, through the ANZSOG EMPA program. This was a two-year postgraduate qualification for high-performing public sector managers. Justin is a Member of the Chartered Institute of Procurement and Supply (MCIPS) and currently holds Chartered Status in recognition of his ongoing commitment to professional development. He also holds a Bachelor of Management and a Bachelor of Applied Science, both from the University of South Australia.

Justin has extensive experience undertaking commercial negotiations with large corporates including HP, DXC, Qantas, Hays, Randstad, Alinta, AGL, Microsoft, Caltex, BP and NEC. He has also acted as a Bid Advisor and developed Industry Participation Plans for companies looking to secure government contracts, including Leader, Data#3 and Suez.

Justin is a highly experienced Probity Advisor and Probity Reviewer, providing advice to a range of public sector agencies across South Australia, Queensland, Victoria, Western Australia, New South Wales and the Northern Territory. This includes large infrastructure projects up to $1 billion in value through to overseeing the commissioning of services for Aboriginal Communities and Children under State care. Justin has also acted as a Probity Reviewer, assisting agencies in responding to supplier complaints and delivering probity training to evaluation teams. Justin also has a strong interest in corporate governance and is a Fellow of the Governance Institute of Australia (FGIA) and Member of the Australian Institute of Company Directors (MAICD).

In relation to Procurement Training, Justin is an experienced facilitator and trainer who has delivered programs including Advanced Category Management, Preventing Fraud and Corruption in Procurement, Procurement Governance, Procurement Frameworks, Probity Awareness, Developing Tender Responses and Procurement Awareness for Executives. He has also acted as a Moderator for the CIPS Advanced Practitioner Program in South Australia.

In 2018, Justin was the procurement lead for Australia’s largest energy storage battery which won the CIPS Award for Best Public Sector Procurement Project. In 2019, the procurement group led by Justin was shortlisted for the CIPS Awards in the categories of Best Public Sector Procurement Project and Collaborative Teamwork for the Whole of Government Master Media Contract.

Justin’s community work includes 30 years as a Justice of the Peace and volunteering with his local football club, supporting the development of women’s football in South Australia.

Lis has specialist expertise in projects involving the commissioning of community and health services, probity advisory engagements and is a qualified accountant.
